DAA considered business jet restrictions at Dublin Airport over passenger cap

The DAA explored options to restrict business jet access at Dublin Airport to avoid breaching the 32m annual passenger cap in late 2023. 

Records released show warnings were issued that such moves would damage Ireland’s appeal to foreign direct investment. Industry groups and operators highlighted daily use of business jets by senior executives from FDI companies.

Internal discussions examined excluding certain flights from cap calculations by treating VIP Platinum Service separately from Terminal 1 and Terminal 2. The daa chief executive Kenny Jacobs confirmed limitations on unilateral action and noted an application for a cap increase to 40m passengers per year. The government is drafting legislation to remove the cap entirely.

Airport correspondence noted that many senior executives of Foreign Direct Investment companies fly in and out of Ireland on their company’s business jet, and the impact the proposal will have on them as well as sporting events and concerts.
