Transport Minister Darragh O’Brien plans to remove the 32m annual passenger cap at Dublin Airport by the end of 2026, newspaper reports suggest.

A cabinet memo is scheduled for the first week of October 2025. Legislation to scrap the cap is then expected to be drafted and implemented by the end of 2026.

The aviation industry had suggested a speedier process where the cap can be removed by ministerial order, but the advice from the attorney general Rossa Fanning suggested legislation will be required.
