Boeing advanced the 777-9 to FAA Type Inspection Authorization Phase 3 despite certification delays to 2027.

The program started Phase 3 flight tests in November 2025 with focus on avionics and systems. Stephanie Pope expressed disappointment in the seven-year delay from the 2013 launch. The first 777-9 aircraft WH001 displayed at Dubai prepared for up-and-away and stability testing.

Lead pilot Heather Ross confirmed the aircraft handled well after takeoff certification at Edwards AFB.

Stephanie Pope shared “It is unacceptable to me for any of our customers to be surprised, and our focus is to be as transparent as possible.”
