Russia has failed in its bid to ease Western sanctions on aircraft parts and overflights at the ICAO Assembly in Montreal, concluding 3 October 2025.

Moscow argued that sanctions endanger flight safety and breach global aviation rules, impacting over 700 jets reliant on indirect imports. Russia also lost its bid to regain a seat on the ICAO governing council.

Sanctions stem from Russia’s 2022 invasion of Ukraine, limiting access to Airbus and Boeing spares. The restrictions have forced Russian airlines to seek alternative supply chains for maintenance.
