Airlines have actively challenged increased operational costs at Paris Charles de Gaulle following a controversial €8.2bn investment pact struck between the French government and airport operator Groupe ADP. Led by the Syndicat des Compagnies Aériennes Autonomes, which represents independent French airlines like Air Caraïbes and Air Austral, the aviation industry has pushed back against steep hikes in airport user charges and regional taxes. SCARA revealed that roughly 40 pc of the €8.2bn capital injection goes specifically toward connecting hub infrastructure at CDG.
Airlines have contended that independent, point-to-point French regional and overseas territory routes are unfairly cross-subsidising this expansion. Passenger user fees for overseas territories are projected to jump by 21 pc, drastically higher than the 16 pc increase slated for international routes. Challengers have claimed the fee structure heavily favours Air France-KLM’s mega-hub connectivity at CDG, penalising smaller operators who do not use connecting infrastructure.
The airport user fee hikes have arrived alongside an already heavily burdened cost landscape for airlines operating in Paris. A sharp hike to France’s Taxe de Solidarité sur les Billets d’Avion added up to €4.77 extra per economy ticket, dampening airline market enthusiasm and flattening domestic growth. Starting in April 2027, carriers have faced a new traveller contribution fee capped at €1.40 per passenger to pay for the upcoming express rail link to central Paris. The French transport regulator previously rejected Groupe ADP’s user charge proposals, citing structural flaws in their cost allocation framework.
Pascal de Izaguirre, president of SCARA, shared: “The fee structure heavily favours Air France-KLM’s mega-hub connectivity at CDG while penalising smaller operators who do not use connecting infrastructure.”
