French hospitality group Accor has expanded its strategic partnership with Al Qimmah Hospitality, the hospitality arm of BinDawood Investment Company, to develop and manage more than 4,000 hotel rooms across Saudi Arabia. The original master development agreement, signed in late 2025 for 3,000 rooms, was extended to over 4,000 keys during the French-Saudi Investment Roundtable in Paris, witnessed by French President Emmanuel Macron and Saudi Crown Prince Mohammed bin Salman. Accor currently operates 48 hotels with more than 21,600 rooms in the Kingdom.

The expanded venture spans premium, midscale and economy segments across five properties situated in Jeddah, Makkah and Madinah. The portfolio includes Novotel Makkah, an 850-room property slated to open in 2030 to accommodate growing religious tourism; Mövenpick Madinah, a 1,015-room development near the Holy Mosque expected in 2029; Swissôtel Jeddah, a 288-room property near King Abdulaziz International Airport opening in 2029; and Mercure Makkah Shesha and ibis Styles Makkah Mesfalah within the master pipeline.

The diversification into midscale and economy options directly supports the Saudi Vision 2030 initiative to transition from exclusive luxury travel to high-capacity mid-range options for religious and leisure travellers. The expansion will utilise Accor’s Tamayyaz national talent programme, run alongside the Saudi Ministry of Tourism, to train and employ over 3,000 Saudi nationals by 2030. The deal strengthens Accor’s presence in the rapidly growing Saudi hospitality market, which continues to attract significant international investment ahead of projected tourism growth targets.

Accor shared the expanded partnership demonstrates the company’s long-term commitment to Saudi Arabia’s hospitality sector and tourism vision.

Al Qimmah Hospitality shared the agreement will strengthen the company’s position as a key player in providing quality accommodation across the Kingdom’s holy cities.
