Albufeira is implementing a code of conduct aimed at regulating tourist behaviour with a proposed start date in July 2023.

The code includes fines for swimwear worn outside of designated areas, with penalties ranging from €300 to €1,500.

  • €300 to €1,500 fines for wearing bikinis or swimwear outside of beach or bathing areas,
  • €500 to €1,800 for nudity or public sex,
  • €150 to €750 for wild camping in unauthorised areas.

Mayor José Carlos Rolo shared that the majority of public consultations supported the proposal, reflecting local community sentiments.

In Barcelona  in 2024, the authorities issued 37,589 fines for the unauthorised consumption of alcohol in public places which disturbed the neighbourhood. In 2024, there were 70,274 offences which should have brought €16.9m in fines for the council.
