South Korean lawmakers representing Busan have called on Korean Air to locate the headquarters of post-merger Jin Air in Busan, challenging plans to keep it in Seoul. State-owned Korea Development Bank stated it would support the move if Korean Air and the city reached an agreement. Jin Air is scheduled to absorb Air Busan and Air Seoul on 16 March 2027. The merger would create a larger low-cost carrier within the Korean Air group.

The headquarters location debate reflects regional tensions in South Korea. Busan lawmakers have argued for the headquarters to be located in the city. Korean Air has not committed to a relocation.
