Travelers from affected nations can enter visa-free for up to 30 days until 31 October 2026. Visa applications will be processed through an expanded network in partnership with VFS Global. Exemptions apply for those holding valid visas or residency permits from Ireland, European Union or Schengen Area countries, United States, Canada, England, Australia, New Zealand or Japan.
The visa change represents a significant shift in Montenegro’s border policy, aligning the country with EU visa requirements. The Russian market has traditionally been a major source of overnight stays in Montenegro, with the change potentially affecting winter tourism demand. The decision supports Montenegro’s goal of joining the EU by 2028.
