
Dublin City Council has launched the construction tendering process for phase one of the Parnell Square Cultural Quarter, focusing on the new 6,100 square metre city library.
Shortlisted contractors will submit bids over the next 6–8 months, covering pricing, delivery schedules, and project details for evaluation.
The project restores numbers 23 to 28 Parnell Square North, with number 26 fully refurbished for public use within the library. Phase one includes refurbishment of the 1930s wing of the Hugh Lane Gallery and a direct link to the new library for integrated cultural access.
Construction starts in the second quarter of 2026, with completion by the third quarter of 2029 and public opening in the first quarter of 2030.
