Justice minister Helen McEntee has signed an order to increase the fines from €3,000 to €5,000 for allowing passengers with incomplete travel documentation or damaged passports travelling to Ireland.
The move is likely to increase the expense to the airline industry of from €15m to €25m a year.
The reduction in individuals arriving without proper documentation has been noted, with fines totalling €1,476,000 issued to carriers, and possible further measures such as guidelines for carriers and dynamic fines model under consideration.
This move is part of a crackdown on illegal immigration, overseen by Justice Minister Helen McEntee who stressed the importance of carriers in protecting the borders.
Various actions have been implemented to reduce arrivals without correct documentation, including visa requirements, additional resources for border management units, and doorstop operations targeting document destruction by passengers.
Department of Justice figures show 4,968 people arrived in Ireland in 2022 and 3,285 in 2023 with damaged passports or incomplete documentation, about 0.05pc of arrivals.
