Proposed Germany air passenger levy is ‘not a tax on aviation fuel’

The German government plans to increase the levy on passenger flights to help fill a €17bn hole in the 2024 federal budget caused by a court ruling.

The levy increase aims to increase the passenger levy to raise revenues equal to the current kerosene tax breaks to help fill a budget gap. Media reports which suggested Germany was about to tax aviation fuel have been denied.

The government intends to debate and adopt the 2024 budget in parliament by the end of January, aiming to revitalise the economy through targeted stimuli for growth.

The budget crisis was sparked in November when the country’s constitutional court ruled that the plan to transfer 60 billion euros to a special fund earmarked for climate and transformation projects was unlawful.
