Tánaiste Simon Harris and Minister Jerry Buttimer launched the SICAP 2024 Annual Report on 15 September 2025 at Little Flower Hall in Bray, County Wicklow.

SICAP 2024-2028 commenced on 1 January 2024, focusing on those most disadvantaged, with resources targeted based on local needs. By the end of 2024, all key performance indicators were exceeded, supporting 32,490 individuals and 53,133 children and parents.

Additional supports included 2,368 local community groups, 260 community activists, 473 social enterprises, and 96,520 non-caseload individuals at events. Three research documents on supports for new arrivals since 2022 highlighted that 16,404 new arrivals, 30pc of the caseload, were supported in 2022-2023, with 72pc being Ukrainians.

Tánaiste Simon Harris shared: “As the Government’s primary social inclusion programme, SICAP provides vital services to reduce poverty and tackle the exclusion and marginalisation experienced by groups and individuals across the country.”

Minister Buttimer shared: “SICAP does vital work in helping individuals and groups, by improving the life chances of those who are marginalised in society, living in poverty or unemployed.”

Anna Shakespeare shared: “We welcome the launch of the 2024 SICAP Annual Report today which shows that over 32,000 marginalised people received over 122,000 supports in 2024.”
