Ireland has emerged as the top passport for 2025 with a score of 109 in the Nomad passport index, benefiting from strong global mobility, visa options, and fast-track citizenship. Its flexibility and entrepreneur-friendly tax laws enhance its appeal, as citizens can live and work throughout the EU and England.

Unlike other passport indices Global Citizen Solutions which places Ireland 7th and Henley Passport Index, which places Ireland joint 7th, Nomad takes consideration of pre-entry facilities, travel, taxation, perception, dual citizenship and freedom.

  • Switzerland drops to a tie for 2nd place with a score of 108.50. Despite a minor decline in its mobility score, it remains a highly sought-after passport due to its personal freedoms and dual citizenship laws.
  • Greece shares 2nd place with Switzerland, also scoring 108.50. The country’s recent reforms and attractive tax regime have significantly improved its mobility and investment appeal, attracting wealthy individuals and retirees.
  • Portugal takes 4th with a score of 108, slightly improving its mobility rating but falling behind. Its welcoming atmosphere, visa-free travel to select countries, and favorable tax structure maintain its strong allure as a lifestyle choice.
  • Malta and Italy both achieve joint 5th place with scores of 107.50. Malta has witnessed substantial gains due to its tax regime, while Italy benefits from a favorable taxation policy for high-net-worth individuals, though both saw slight declines in mobility scores.
  • Luxembourg comes in 7th with a score of 107. Despite steady scoring, it continues to slide down the rankings due to other nations’ advancements in passport flexibility and benefits.
  • Finland , Norway , and UAE share the 7th position with a score of 107. Finland retains a solid global perception and stability but lacks recent innovations affecting its ranking. Norway sees improvements but is hindered by higher taxes, while the UAE faces challenges with its dropping appeal due to new taxation policies impacting its global attractiveness.

The Nomad citation reads: Ireland takes the Nomad Passport Index top spot in 2025, edging out Switzerland as the back-and-forth battle between two of Europe’s neutral states enters its second year.
