Starting in January 2024, a €2 tourist tax per passenger will be implemented by the Port of Lisbon Authority.

Cruise lines will be responsible for collecting and distributing the tax via the Janela Única Logística platform.

The Port Authority is still finalizing the tax payment process in collaboration with the Lisbon City Council.

The annual revenue from this cruise tax is estimated to be around €1.2m.

The mayor of Lisbon, Carlos Moedas, criticized cruise lines’ opposition to the tax and threatened to impose restrictions on cruise ships if they continued to oppose the plan. “As of January, I have already announced that if they don’t do it, I will make entry somewhat difficult. I can hinder the mobility of the ships and I will do so if they don’t pay.”
